Rohatgi inherited legal excellence from his father late Justice Awadh Behari Rohatgi, who was the senior advocate of the Supreme Court of India and a former judge at Delhi High Court. Rohatgi completed his graduation in 1975 from Delhi University in commerce. In 1978 from the government law college Bombay University, he obtained his LLB degree. 2011 from the Fakir Mohan University, Odisha, he received his doctorate in law. After completing an LLB degree from Bombay University, Mukul started practicing under Yogesh Kumar Sabarwal in the Delhi High Court. Under the guidance of Sabarwal Mukul handled different cases, and after gaining experience from him he started his own legal practice. In 1978, the Bar Council of Delhi officially added him as an advocate. 1994, the Delhi High Court appointed Mukul as a senior counsel. In 1999, the Government of India appointed him as the Additional Solicitor General of India.
